Jakarta, CNBC Indonesia-The government is preparing a new mechanism for paying village heads. In the future, village heads will no longer be paid through the Regional Revenue and Expenditure Budget (APBD) but directly from the Village Fund.

“The hope is that villages will be more independent in managing themselves,” said Minister of Villages, Development of Disadvantaged Regions and Transmigration Abdul Halim Iskandar after a working meeting with Commission V DPR RI, at the Senayan Parliament Complex, Jakarta, Tuesday (28/11/2023).


Abdul Halim said the new mechanism would be contained in the revision of Law Number 6 of 2014 concerning Villages. Currently, the bill regarding changes to the Village Law is still in the process of being discussed between the government and the DPR.

In the Village Law currently in force, the income of village heads and village officials comes from the central government or APBN. However, these funds are transferred first to the APBD as General Allocation Funds. This salary distribution mechanism is considered to be contrary to village independence. Because, currently Village Funds have been transferred directly from the central government to village accounts.

In a working meeting between Commission V and the Minister of PDTT Villages, the complicated salary mechanism was discussed. Member of Commission V DPR RI Hamka B. Kady believes that the salary system makes village heads hostage to regional heads. As a result, village heads are not free to use village funds to develop their own areas.

“The village head’s dependence on the regent is very large and can be used as a tool to pressure the village head, this is what I think, Minister, so in the future, let’s create a new concept,” he said.

Abdul Halim agreed with the opinion of the DPR member. He said the government’s plan to change the mechanism for paying village heads’ salaries would be accompanied by improvements to the supervision system. According to him, in the Village Bill the government proposes holding village meetings as a forum for designing the Village Revenue and Expenditure Budget.

Even though not all village residents have a voice, Abdul Halim believes that the existence of this forum will make Village Fund management more transparent. “We have prepared the instruments,” he said.
