Jakarta, CNBC Indonesia – Even though there has been no determination or announcement, a number of regional heads, both districts and cities, have submitted recommendations for increasing the district/city minimum wage (UMK) to their respective governors. In accordance with Government Regulation (PP) No 51/2023 concerning Wages, the announcement and determination of the 2024 UMK must be made no later than 30 November 2023.

Most of the recommended UMK increases proposed for 2024 are around 5%, even above 13%. Like the Regent of Karawang who recommended an increase in the UMK in 2024 by 12% menso Rp. 5,797 million.

General Chairperson of the Indonesian Entrepreneurs Association (APINDO) Shinta Kamdani also opened her voice regarding the regional head’s recommendation. He believes that regional heads must follow existing regulations in determining minimum wages, otherwise the threat will be to investors’ self-confidence.


“We have to uphold existing regulations, namely PP No. 51 of 2023. If not, what is legal certainty in Indonesia? We are all forced to follow PP No. 51 of 2023,” said Shinta in Jakarta, Tuesday (28/11/2023 ).

Currently, entrepreneurs are still waiting for confirmation of the UMK value in each region. Shinta also emphasized that the person in control in determining the UMK is not the Regent who has provided recommendations.

“The 2024 UMK decision cannot be generalized and is in the hands of each governor,” said Shinta.

Apart from that, he added, the current UMK cannot be used as a reference for real wage values. The reason is, many companies have more capabilities and are able to pay their employees above the UMK provisions.

“This does not mean that the increase in the UMK or UMP is the same as the 2024 salary increase. There are also companies that increase higher than the UMK or UMP, depending on the bipartite,” said Shinta.

Apart from Karawang, there are several areas that experienced an increase of tens of percent, even approaching the demands of workers, namely 15%. One of them is Bekasi Regency which recommended an increase in the UMP of 13.99%.

And, there are still other districts/cities that also recommend increases not far from that amount. For example, the Regent of Majalengka raised 14.81%, the Mayor of Bekasi increased 14.02%, the Regent of Subang 12.33%.

The following is a proposed increase in the UMK in 2024 in a number of districts/cities:

Banten (2024 UMP increases 6.4% to IDR 2,661,280)

– Cilegon City Government proposes an increase of 8.73%
– Apindo Tangerang City proposes an increase of 0.2% while workers demand an increase of 19%
– Workers in Lebak Regency previously held a demonstration demanding a 28% increase

West Java (2024 UMP increases 7.88% to IDR 1,986,670)

– Bogor Regency Government proposes a 14% increase
– Cianjur Regency Government proposes a 14% increase
– Subang Regency Government proposes an increase of 12.33%
– Bekasi City Government proposes an increase of 14.02%
– Karawang District Government proposes a 12% increase
– Bekasi Regency Government proposes an increase of 13.99%
– Majalengka Regency Government proposes an increase of 14.81%
– Purwakarta Regency Government proposes a 12% increase
– Sukabumi Regency Government proposes an increase of 7.47%
– Sukabumi City Government proposes an increase of 3.15%
– Cimahi City Government proposes a 15% increase
– West Bandung Regency Government proposes an increase of 14.85%
– Sumedang Regency Government proposes an increase of 12.88%
– Indramayu Regency Government proposes an increase of 3.21% and 15.02%
– Cirebon Regency Government proposes an increase of 3.58% and 9.3%
– Kuningan Regency Government proposes 3.4%
– Tasikmalaya Regency Government proposes an increase of 11.62%

Central Java (2024 UMP will increase by 8.01% to IDR 1,958,169

– Boyolali Regency Government proposes an increase of 4.3%
– Solo City Government proposes an increase of 4.36%

East Java (2024 UMP increases 7.8% to IDR 2,040,244)

– Lamongan Regency Government proposes an increase of 4.68% (PP 51/2023 version) and an increase of 6.79% (labor union proposal)
– Mojokerto City Wage Council proposes an increase of 15.8%
– Bangkalan Regency Wage Council proposes a 5% increase

Bali (2024 UMP increases 7.81% to IDR 2,713,672)

– Jembrana Regency Government proposes an increase of 0.89%
– Buleleng Regency Government proposes an increase of 0.93%

South Sulawesi (2024 UMP increases 6.96% to IDR 3,385,145)

– Makassar City Wage Council proposes an increase of 3.41%.
